In this series the girls talk a lot about "Russ" and "Buss". The girls in Skam are in their first year of high school, but it's common to start planning "Russ" this early. Russ is the month-long celebration for Norwegian high school seniors before graduation - parties, wearing colorful overalls, special russ-festivals, etc. Some friends groups rent or buy buses. Decorate them with a theme, create songs for their group and compete with other buses. The buses are pretty expensive (up to $100 000) and a big social thing. There are also Russ-related events throughout all three years of high school, so the planning and social group start early.

Edit: im not sure exactly what you needed clarification on during the scene with the girls, but anytime they say the word “russ” like “russ bus” “russ time” “russ celebration” or “to be russ” they’re talking about the big year 3 (senior year in Norway) graduation celebration where people group up and buy/rent busses to party on, so that’s why they were talking about money/budgeting, to be able to afford a bus
