This episode is essentially the same as the conundrum we're faced with in Bucky in the MCU. Steve (like Jack in this episode) believes that his friend isn't responsible at all since he was controlled by others, while Bucky (Teal'c) see themselves as responsible for their own actions. There are differences, though, mainly with Bucky not being in control of his own actions, while Teal'c was in full control of his actions. Anyway, just my 2 cents
