I get what you mean, with the whole brother thing. But these things are not about blood or family connection in the traditional sense. It's about having direct emotional connections to someone with a criminal record. That might make you more susceptible to breaking rules or even laws for that person. And it could also make you vulnerable in certain situations. Like when you have to choose between the law or the person. And not everyone is strong enough to keep their oath, especially when it comes to strong emotions being involved.
