I believe that Toga would have the same limitations as Monama, because of the way his limitation is explained. Certain quirks work by stockpiling power. such as Eri, Deku, or Allmight. He can copy the power, but he has not had it for long enough to build up enough power to actually do anything with it, so it comes out as a blank. I think that same reasoning would apply to Toga, at least until we see anything that says otherwise.

I feel that todoroki would probably sooner pick up inadvertent stripping before reaching a point in his ice quirk abilities that allows him to mold the ice into specific shapes like Gray. 😏😏😏

You also have kids like Eri who's Quirk is a Mutation. A Mutation is a quirk that can bear little to no resemblance to either parents Quirk.
You never know what your child is going to be like until they are born and sadly I feel its the fact that Toga's parents were Japanese that contributed to there inability to accept her.

This is probably one of my favorite post-episode discussions for MHA. I had the same feelings when i read this part in the manga. How a quirk can be developed into a good or bad one depending on how it was developed. I cant wait for your discussions for future episodes.
