I believe that Toga would have the same limitations as Monama, because of the way his limitation is explained. Certain quirks work by stockpiling power. such as Eri, Deku, or Allmight. He can copy the power, but he has not had it for long enough to build up enough power to actually do anything with it, so it comes out as a blank. I think that same reasoning would apply to Toga, at least until we see anything that says otherwise.

You never know what your child is going to be like until they are born and sadly I feel its the fact that Toga's parents were Japanese that contributed to there inability to accept her. Japan Literally has a saying "The nail that sticks out must be hammered down"
