I appreciate that Scar didn't attempt to make excuses for killing Winry's parents. He wasn't in his right mind at all, but as he said, there's nothing he could say that wouldn't sound like an excuse. He killed them, it was wrong, he knows it, and you can see that he bitterly regrets it.

Well, anyone in the military who knew about the real Chimera project, might have genuinely been interested in Shou's claim of being able to create talking chimera using only animals. It was a lie, but if true it would be lot cheaper and slightly less problematic. The Homunculi might have known it was a B.S. claim, but they benefitted from the cover operation, and so frankly, wouldn't care.
But you're right, no question. The whole situation is just a tragic waste that never gets better.

I love the Chimera, they’re funny and they can be creative with their powers but every time I see them it breaks my heart bc it’s a reminder that the military already had chimera development capabilities and Nina’s suffering and death were really for nothing, Shou Tucker’s research was not just unimpressive but obsolete and nobody bothered to stop him from destroying his family bc the State Alchemist program is just a front for the homunculi’s plot
