Context for others: she never learned how to use her innate moves or abilities because they weren't necessary in the secure environment of her Refuge (think "Vault"). Telekinesis is one thing, but telekinetic attack abilities like Confusion are a different thing entirely. Her upbringing has her at a disadvantage in the wastelands. If she wants to improve her odds of survival, she'll have to learn the basic abilities right now while she has the chance.
