On the monitor...

This, paired with the last panels of the previous page, show that Mitch is messing with Doug’s broadcast by hijacking it and making his own version of the “cursed video tape” from the film Ringu. Long time readers will have caught in by now that this is one of Doug’s favorite movies, and his left sleeve tattoo is all imagery from the film (and mostly scenes from the cursed video).
The Ghost Skater is in fact imitating the pose of Sadako that is on the outer portion of Doug’s tattoo, the most prominent and visible element.

Please don’t stop making suggestions. I hope you understand that these ones just won’t work within the narrative and undo some of the world building here, esoteric as it is.

The reference might be esoteric, but those that know it will see it immediately and those that don't, won't, which is fine. It's like an Easter egg. Even still, this blip on the screen does the job of segueing from the previous page's last panel to Doug's realization, which is the focus of the panel.
