My theory is that I think that big numbers of Britannian army is now in Japan. Because Japan have special resource "Sakuradait" for their Knightmare frame robots and other technologies. that important for Britainia. Lelouch i think in the very beginning believe in domino effect if Japan will be liberated, then other occupied countries was able to rise against Britainia. But to do that domino effect they need to liberate Japan. Also remember that time when i told you that Lelouch Zero costume was based on chess figure "Black King"? So the Black Knights uniform was based on chess figures "pawns". It's again Lelouch philosophy of chess when he basically seeing his soldiers as pawns that he could use and also sacrifice.
