I recently re-read the "Day of Chaos" story line from a few years back. This year-long arc is a far-sighted follow-up to another epic story line from thirty years earlier where Judge Dredd halts a devastating enemy attack upon his city by nuking an enemy city into oblivion. A survivor of this retaliation plots revenge, biding his time and making use of the 30 years to plant double agents and such. The result is even more devastating than the original attack (the first halved the population, the second decimated it). I could not help but see the parallels with terrorism today, the Islamic State attacks on Paris not 10 days in the past.

Shortly after the "Day of Chaos" is over and the pieces are being picked up, the head of the Marines is hell-bent to attack the enemy cities in further revenge. Chief Judge Hershey says no, that the persons behind the attack are dead, and the enemy citizens are innocent... the military doesn't care. They claim the citizens innocence is irrelevant, the are the enemy... a position Dredd himself held 30  years ago. Hershey, like Dredd, has been around all of this time and has developed a wisdom that sees  that "an eye for an eye" is not a rational policy if it gets your people all but eradicated in the process.

Ugh.
