As one of the concerned my recommendation is to not cover the bottom portion of the tail, for the same reason Keidrans would usually not wear shoes and such. Something similar to a saddle construction (or rather the soft part under the saddle) would work nicely, but needs to be segmented or very flexible to accomodate tail movements. A ribbon or such around the tip of the tail is a very fashionable accessory however.

My take would be to make a dress for the upper body and ignore the tail, anything ON it might slip off, anything UNDER it might get in the way of actually moving. And with her having clear hips, we have a body form we can work with easily. Sun dress Snake!
