From what I can tell she's far outgrown any concern for the short lived folk other than specific ones that catch her interest. Doesn't make her actions right, just not hypocritical.

That was the same story in TwoKinds Prime, which I especially find to be interesting in Nora's case. Rose didn't have much of a choice obviously, but the haughty mother superior of a proud race of dragons would see it fit to remain beside Trace as he committed genocide. I find her to be a hypocrite.
