Robin needs to decipher them and then Nami uses that information to get a specific point on a map (they're probably coordinates I'd say). So Zou moving around isn't important at all, what's important is the information on the Road Poneglyph.

2026-02-16 10:41:55 +0000 UTCJust to clarify that the Road Poneglyphs give coordinates for 4 distinct points. So it doesn't matter if the Road Poneglyphs move (like with Zunesha) because those coordinates wouldn't point to where those Road Poneglyphs are, since they can easily be moved.
