It's already been stated that the Celestial Dragons are the descendants and founders of the World Government so they are not unrelated but in fact the WG will most of the time prioritize and serve the Celestial Dragon's interests above all else. They literally can order an Admiral around for their self-interest. They are gods, they OWN the vast majority of the world hence why hundreds of countries support the WG. The vast majority of "common folk" support the WG because of PR and they are the ruling power that keeps law and order for a vast majority of the world as well as oppose pirates who are a symbol of absolute freedom that are running unchecked. The vast majority of the common folk overlook the scumminess of Celestial Dragons because they've been in power for nearly 1,000 years and it's ingrained to the average folk that, that's just how things are and how things work in the real world. Also the Celestial Dragons only inflict pain/misery on a minority of the world so a vast majority of people really don't care or they just accept the Celestial Dragon's rule cus it's just easier, simpler, or out of fear/reverence & conformity. The Revolutionary Army comes into play only in the last couple of decades and they are comprised of a steadily rising minority of countries, nations, and small areas in the world that are revolting against the WG. The WG is basically an anime super power but for the entire OP world.

He says he's in Doffy's crew to keep tabs on him sure, but I feel like he also secretly wished for a miraculous change of heart from his brother one day. While he considers Doffy to have been born evil, he recognizes that Law at least has a chance to be saved and walk a different path. Corazon didn't just fight for Law's life, he also healed Law's heart. It seems clear as day now why Law's own crew was named after "Corazon": The "Heart" Pirates.
