2020-08-24 20:11:42 +0000 UTCTo me the walkway looks to be at a normal height (approximately 4.9m/16ft) and is under the top of the light fixtures. It would seem that you have not seen a long exposure picture taken from just above a road at night. A single light line is not one vehicle or a row of vehicles in a specific lane. The lines of lights are in pairs showing the right and left headlight or taillight of the vehicle(s) with a separation in between. This shows best on the right where there is a clear set of parallel lines that isn't overlapping with other vehicles that would cross and/or blur with other sets of vehicle lights. Of course this is not perfectly depicted here, after all this is just a sketch, but I believe Tom did do it well enough to get the idea across.
