That stutter was so appropriate lol Wow, as first-time viewer of this arc, seeing the origin of "smiles" in the story is interesting. Now everything totally makes sense in the grand scheme of what’s happening here on this island. Ceaser, a mad scientist, is conducting illegal activities like drug trafficking, and experiments on children, creating weapons of mass destruction along with manufacturing devil fruits called “SAD” well remaining invisible to the governments watchful eye. Some of the higher up individuals from Dressrosa's organization headed by Doflimingo is covering up his activities so he can continue to perform these experiments due to the island being marked as a danger zone by the 5 elder stars, essentially presenting it as a non-existent island in its current uninhabitable environmental state. That of course being the result of a catastrophic event triggered by Caesar Clown. This is really an interesting segway into the new world because it not only establishes Caesar Clown as a major antagonist with extreme twisted morals and trying to do something that even the government would never allow, but also highlights the dangers of reckless scientific experimentation.
