Maybe since he is a warlord and now working for the government, he could be here to stop whoever is performing illegal scientific experiments on the island. That is my first assumption upon knowing now that he works for the government. There have been numerous signs of abnormal activity here such as the giant babies and mutated forms of human/animal hybrids so someone is playing games like on thriller bark. Was that a Bruce lee impersonation by Chopper LOL I really do hope we get to see more brook scenes in this arc, he is the one straw that I feel is lacking.
