I disagree. Luffy is always going to be luffy regardless of how immportant or deep the subject matter is. He prioritizes his bonds with others and immediate actions over dwelling on past events or complex explanations. This doesn't mean he's oblivious to the past, but rather that he's not fixated on it, as he trusts his instincts and focuses on solving the present problem. He doesn't need to understand the intricacies of a situation's history to know what's right or wrong.
There will come a time where he will be more atuned to the world around him but I think this characteristic of him is what makes him really unique and oda has even played off of this archtype in a big way during Cocoyashi village arc.

Agree with EOussama. Luffy should have definitely listened to Jimbei here. This is a lot different then a character's backstory. This is a long history of an oppressed race. Jimbei literally has requested Luffy not to fight Hordy. Luffy needs to understand that he can't punch his way through to end racism. Nevertheless Hordy needs to be defeated here so that the World Summit plans can hopefully go through
