"Maybe they have reasons to take their signatures back"... yes, and that is the whole point. They don't see the purpose of the signatures is for a greater good and if they want it back because of some humans messed with them, they're totally missing the point. And this is the whole point of the fish man arc (making peace with humans because of the GOOD humans). So yup, the Queen's reaction was totally justifiable in the context that Oda is setting up.
