Here is a more accurate translation: "Maybe there are no coincidences in this world. It’s possible that everything happens for a reason. Fate works in mysterious ways. Whatever the case, Luffy has become a man worthy to wear that hat." Its almost as if Oda himself is using Rayleigh’s character to speak to his audience on a personal level, saying that yes events that transpire in my manga are not by mere happenstance, they have a “reason” for existing. I love this so much because after seeing up to this point in the story and witnessing alot of the connecting tissue of the plot, it just puts into perspective how good oda is at writing when it comes to creating a cohesive narrative.
