It isn't actually set in China, but a fictional country of Li that is very influenced by China for the world building (but with different historical periods being combined occasionally, and occasionally a few anachronistic elements). It lets the author focus on the stories they wanted to tell without having to feel beholden to factual details (or things like lines of succession that certain audiences would be familiar with that could potentially spoil stories involving who next succeeds the throne, etc.)
