You'll note that the Elder Council of Seahearth, or at least the people we've seen from it so far, are all fairly high-level. You may be asking what is stopping all these twelfth-level characters from wiping the floor with Xommyrru and whoever else wants to have a go. The Answer is simple. Not only do they have critical jobs ensuring that Seahearth runs smoothly, but they are also all old as dirt. If they tried to take the field at their age, they likely wouldn't have the stamina to survive.
At any rate, the next chapter will be out sometime in the next forty-eight hours and include the fight with Xomyyrru's Minions.
