Maybe rewatch that scene and you will have answers to all your questions. Basically morguese was telling the truth but for the purpose of turning Arthur and Uther against each other. Also in the Excalibur episode Uther says he didn’t know the sacrifice would be Arthur’s mother, so I definitely believe what he says to Arthur about loving his mother and missing her every day.
