Zaheer and the red lotus definitely would not work as the villains of season 4 it’s against there whole ideals to do what kuvira is doing

2020-04-02 09:25:26 +0000 UTCZaheer only wanted chaos. He didn't want to be in control of anything. He led a revolution, and that was about it for him. Kuvira is all about control and structure, which is basically the opposite of what Zaheer wanted. I think he exemplifies the dark side of airbending -- anarchy -- whereas Kuvira exemplifies the negative of earthbending -- unyielding control.
