Another reason why Seth Green wanted to leave was because he felt simply that his character wasn't given enough to do. In his words, his job was mostly to just stand around and agree with Buffy.

2020-03-29 11:28:13 +0000 UTCI think they did plan to build up to this over the season, but Seth Green wanted to leave early to work on another project so they had to speed things up. To be fair, the blurred lines between Oz and wolf-Oz were somewhat explored before, like when he was able to sense Willow's location in season 3 when Spike kidnapped her and Xander. Still, I agree that's not enough. Anyway, glad that you weren't having it when Oz yelled at Veruca... He literally made the decision to not tell anyone about her and to lock her in with him because part of him wanted to cheat (while being able to justify it to himself as "the wolf taking over"). Like, take responsibility for your own actions, brother. I also hate that he killed Veruca. Some part of that was Oz himself...he wanted her out of the way because he partially blamed *her* for what he did. She was treated as wholly evil, when we really don't even know enough about her story to believe she's a straight-up villain. Just like Oz, she's a human being who got bitten by a werewolf. Maybe she is the way she is because she didn't have anyone to turn to about it, or any support systems. Maybe she didn't have anyone to lock her in a cage and so she came to terms with what happened to her by embracing her wolf side (kind of like how Faith tried to cope with all the horrible sh*t in her life by playing the villain, despite deep down just being a scared and lost girl). Anyway, guess we'll never know!
