I don't think that's why. I think Ian became a fan favorite, so they gave a lot more to his story. I don't think he was ever meant to have such a big storyline originally.

2019-08-17 03:05:00 +0000 UTCCameron, who played Ian, was underage during filming for season 1 and 2, and i think that's why he's barely in it. Cause he's in season 3 and 4 a lot more. He wasn't able to do certain scenes at those times which were required for his storyline, but was also too old to have more youthful storylines like Debby and Carl have. You'll see why in season 3+4. At least, that's what i think, cause as soon as he turned 18, things turned around and he's in it a lot more lol. I could be wrong. Otherwise, i have no idea why he's rarely in the first two seasons.
