Zuko is the Fire Nation's prince so he has a higher amount of pressure to serve his nation. His banishment shows his nation that his a failure to his country and he needs to reclaim his honor to the throne to get redeem himself.

But on the other hand the war is continuing and people are start suffering from it everyday so to prolong Aang training to win the war is more time for the fire nation to win.

2018-11-24 23:14:05 +0000 UTCI do kind of agree with you about the Earth military camp being a bit bland, but other than learning about the Avatar State, I think it was another instance of the show showing that it's not only ppl from the Fire Nation that can be misguided or do the wrong thing (they did the same with Jet), but that ppl period can be both bad or good and it's your personal choices that make you who you are regardless of who you're born as. Personal responsibility is a pretty big theme in the show overall, which is really cool I think.
