That person that Derek wanted to talk to, wasn't his sister, but his mother, Talia (previous alpha of Beacon Hills pack, who died in the fire). Talia was also Peter's sister. As far as the episode goes, it's actually very important episode for it jump starts the whole season arc (you'll see why later). Sorry that you didn't like it that much, but I guess to each their own ;)
