Only Blender really. It could work elsewhere in theory but it'd lose the inflation components the way it's currently designed. It's also pretty high-poly so there's a pretty high chance it'd crash or have issues with other software, especially dated stuff like SFM. In other words it's technically possible but it'd be a lot of extra work.
