For that tier I would get the reference, recreate the character in the style and look of the game and make a sprite living in a location that will interact with the player character! Maybe they'll end up being really important, maybe they'll be buying a bag of Crisps!

For the custom-made characters, are you looking for anything in particular? I have an OC who can either be a dog-boy, cat-boy, or human male, but I am not fully sure how they might transfer into the game, if that makes sense.
