Tilt functionality is built into most tablets. But it must be activated in the brush settings. To activate, open the brush settings window, and under shape dynamics - Angle Jitter, there's a drop-down menu. Set to pen tilt. Make sure the shape dynamics box is checked, and that the resting angle is set properly in the Brush Tip Shape menu. If it still doesn't work, google's your best friend.
