I like to imagine that there actually is magic being applied (beyond the glorious magic of a hot mare in a wet t-shirt). Perhaps a little EverWet spell that prevents drying and keeps the wet t-shirt extra clingy and transparent, and an enticement charm that draws attention to her bust and keeps it there.
