Magical girls can't age. If you recall, they no longer have a human body. They can technically use magic to appear older if they want but they are stuck at whatever age they formed the contract.

The line at the end, "it is appropriate that those who will turn into witches should be called magical girls", makes more sense if you know that the words are pretty directly related in Japanese. "Witch" is 魔女, "majo", formed of the kanji 魔, "(supernatural or spiritual) evil" ("ma") and 女, "woman" ("jo" or "onna")- so, something like "evil magic woman". "Girl" is just 少女, "shoujo"- just the woman kanji prefixed with 少, "little" (shou)- "little woman". (Sometimes you also see 女の子, "onna no ko", "female child"). "Magic" is (at least here) 魔法, "mahou"- the same 魔 kanji in witch joined with 法, "method" ("hou"). So "magical girl", "mahou shoujo", 魔法少女, is very close to being "young witch". Kyuubey is saying something like "if shoujo grow into jo then it makes sense that mahou shoujo grow into majo". Sorry if I'm explaining something you already knew- I'm not sure how good your Japanese is. You got the implication just fine of course but I think the play on the etymological connection is neat and the uselessness of the translation here has always annoyed me.
