4:33 Capella (Lust) was accusing Al of being the one who opened the watergate and who killed the city officials that knew where the Witch's remains are, ruining the plans of the Archbishops. This was hinted at earlier in the season whenever we saw Al off on his own, but he refuses to confirm if he actually did it, which is why Capella says he's playing dumb.
