This might be a stretch but maybe the girl is like the personification of death or someone who governs death (the one who reincarnated the twins) since we first see her with crows and all. I'm pretty sure crows are symbolic to death

We already know that Aqua's father is a murderer; it's not a huge leap to suppose that Himekawa's mother had an affair with Aqua's real dad, who then murdered both of them (and made it look like a suicide) to cover it up.
