I think they talk a little more about it in the manga, but basically it's like his ID to prove he is who he says he is in order to access his funds, and that would have been in his gear when they got wiped out fighting the dragon back in Episode 1. Chil says it would take a while to reissue, probably because in this type of time period it will take that long for Laios to prove his identity and get a new copy of that token
