But if you put attention to the graffiti in their barracks you will see that the order of the colors are inverted. Wich was meant to show the hypocrisy of the nation and how their values was the complete opposite to what they say they are. Specially since the 5 colored flag altogether meant to represent the "Diversity" of the other races but you can see that there's only alba in the 85 districts.
