Cyber psychos are people who got too many implants, their brains could no longer handle the strain and they go over the edge, this is also why they're called Edgerunners because they get just enough cyber implants to not go crazy and go over the edge. The implant that David has would usually make a regular person go, cyber psycho, thats what the guy in the first scene of the first episode was, a Cyber Psycho.
