I’m an architect writer, so I often use dan wells' seven point story structure to map out the main story, but I also use it for individual characters arcs. For example, I generally write out 3 7-point structure outlines for each character: their growth/decent arc, story arc, and relationship arc. By knowing these three things and what is necessary for those end points to come into being you can start weaving the chapters together with the main story line. Sort of like what Silvia Mercuri said. What are their overlapping schedules and needs? Also, take your time. Inspiration usually happens when you are doing something mindless.

I am a writer too, but these are your babies, so with respect, I offer my thoughts if it helps - At this point, Mitsu moving in with Celia for protection wouldn't be far-fetched, which would give them a reason to get closer, faster. I also think as the case progresses, both of them will be in more danger, and by extension, possibly Aya as well (which could lead to some interesting interactions/realizations between the three as they try to survive). I think Aya and Mitsu need to have an honest no-holds-barred talk about how they feel about each other and what kind of relationship they are going to have going forward. Hopefully, that will clear the way for a loving partner who can not only hold her own but who will also help Aya be truly happy for Mitsu as Aya also allows herself to be loved. You've already given us wonderful glimpses into M & C's future as a couple, so we know that they're endgame. We just need to see how they got there, as well as the solving of the case. I'd love to see moments where Mitsu and Celia "make love" in addition to having hot sex, as well as other intimate "slice-of-life" interactions, and maybe a little more of Celia's early life. At any rate, please know that I love the world that you've created and the characters that inhabit it, so as someone else said, take your time.
