Yes, the darker your skin the harder it may be to notice just by the change of your skins colour but remember, blushing is not only turning red as a tomato. It also shows as a more heat radiating off of your face and chest and also change in behaviour (getting embarrassed/flustered, maybe hiding your face or looking away etc.). You can always feel yourself blush even if it may not be noticeable to outside world
