What could I say… Marigold and Su-Z Q (is that the name???) were surprised, too. For more-or-less the same reason.

All i know is i hope amelia plays into the story in some way in this chapter. I cant wait to see these girls' faces when they see whoever's big boobs walk into the room.

It's highly unlikely that Amelia is that “person from town hall”, but she could be the one who accompanies said person.

Well we know for sure that Than couldnt walk through the door, but perhaps her figurehead. Or better yet! Amelia?

Sure. But people in high places have friends in high places.
Than could have organized all that around her “lair”, but that's not how respectable deveels operate: they are greedy bastards (as Frumple have put it “We Deveels trade with anyone who can pay the price. We don't concern ourselves with analyzing politics or mental stability. If we only dealt with sane beings, it would cut our business by a third… maybe more.”), but they usually are cautious bunch, too. It would be incredibly stupid thing for her to do because this makes it's much more likely that she'll be exposed sooner or later.
We'll see what happened soon, I guess.

But Rhea doesnt live in this city?

We have at least two: Rhea is “something like a C.E.O. and grand poohbah combined” and That, while not politically active herself, has senators among her clientele.

Wonder who the person from town hall could be... Which one of our characters night be politically active?

Would make perfect sense. Similarly to how artists have strived for centuries to produce more and more realistic portraits but after advent of photography stopped the quest because “drawing aid” made purely realistic drawings pointless.
Similarly in the LBSM: once difference between humans and humanlike figureheads and robots was achieved perfect match stopped being the goal. It wouldn't surprise me if they actually have a legislation which is supposed to make sure 100% realistic human impersonation is forbidden. But sadly, it still wouldn't help us distinguish between androids/gynoids, cyborgs, and figureheads: they would, most likely, have similar requirements. Actually cyborgs will, most likely, have allowance to be 100% realistic since they are based on humans, after all.

Maggie could be using the obviously artificial body out of a particular preference instead of using the more advanced models that blend in nearly seamlessly, something seen in GIS.

For all we know this could Than herself. Probability is low, though.

This is most definitely in the future a bit. I'm guessing modders have become less a fringe thing and a bit more mainstream. No doubt it's gotta be thanks to the success of Than.

This could be prequel, sequel, alternate reality or bazillion other things at that point. We just don't have enough data to link it to previous four parts. Let's hold our horses and wait for someone familiar to arrive on scene, then we'll be able to gauge.

Today's robots are relatively primitive. Heck, they can barely even walk—yet they are almost undistinguishable from humans already. There are no visible “joints” or “bolts on the neck” already.
Darth Vader is famous example of a cyborg but there are others, like Alex J. Murphy or Gally ( http://battleangel.wikia.com/wiki/Alita ). And androids could look like a C-3P0 or R. Daneel Olivaw (he actually imersonated human and TRILLIONS of people were unable to catch him).
Both Alexis and Than's figureheads had visible joints and bolts BTW, but that's obviously to highlight the fact that they ARE figureheads. It's matter of fashion, not necessity. And by that factor this model is somewhere between Than's figurehead (which nobody would ever mistake for human) and Alexis one (which basically looks like an actual cowgirl, just with some weird facial markings, not like figurehead or gynoid: http://www.patreon.com/creation?hid=1069892 ).

Oh come on those are not 'primitive' robots. Robots have been around for hundreds of years, modern tech is not primitive.
Cyborgs and figureheads are not the same. The latter is an android, it has no biological parts, all cybernetic. A cyborg by definition is a human that has mechanical parts in them. C-3P0 is an android, Darth Vader is a cyborg. As for why I think she's a cyborg and not a figurehead, it's mainly the fact that the figureheads we say from Than and Alexis looked really smooth. She has more visible joints, and bolts on the neck. That's it, just a primary guess, nothing more. I could be wrong.
And remember that this is just my ASSUMPTION. I'll happily be proved wrong but I'll just wait for the comic to do so. It's perfectly fine to hypothesize for crying out loud.

How could you even distinguish them? Cyborgs and figureheads are 99% the same, only the “electronic brain” is replaced with “communication hardware”!
You can distinguish figurehead from cyborg by their actions, but never by their looks! Heck, you could barely distingush primitive robots from humans: http://www.youtube.com/watch?v=hlHrvQ7D5OU

Hmmm from the talk of things, it's been QUITE a bit of time since we last saw Rhea and Alexis and super huge breasts seem to have become the in thing completely, along with Than "cleaning up" it seems...
