Technically yes and no. The standard Shinsu that surrounds you in non-ocean areas is GASEOUS form of Shinsu, just like air is gaseous & not liquid obviously. Like you can see the shadow shit etc is also sort of a type of gaseous Shinsu.

It also fits when you consider that Shinsu (their mana) is like water and they are basically walking round water to begin with. So people walk in Shinshu/water and their object just floats with them

That's just how most of the items are designed. You never wondered why the Pocket just floats next to its user, or Arms Inventories or Armor Inventories etc etc? They are all basically designed to have that baseline function regardless of item type generally, w/ some exceptions that aren't meant to be passive equipment like that but rather consumables not having this function, since they are meant to be instantly used when you take em, not stay in the periphery
