She has well meaning intentions.....and she's the baddest in the show imo (my real reason). Also her actress gets cast in the losing love interest role ALL the damn time, so when I see her losing I'm like "Again?! This woman needs to be protected!"

In that, there was always a One Piece, there was always a culprit, but if there currently isn't contents of the One Piece, that don't matter. The concept of the One Piece exists, ready for a writer to put contents in to fit the story. In the Culprit's case. The concept of the Culprit always existed when he killed Kang Cheol's family and W investigations was established. The missing piece ready to be filled in by the writer is an identity/face which can be anyone.
