Rimuru's not trying to conquer economically, but people are opposing him so it ends up that way. The opposition could still prosper greatly, but they won't participate because they won't be in control anymore. Rimuru wants prosperity for everyone so that he ends up with entertainment, which requires peace and leisure to flourish. Some people don't care about that. Rimuru needs stuff they can't produce in Tempest. Rimuru's vision isn't totally clear yet. ............... I am glad you see these tournament battles in the context of the story, not in comparison to what tournament battles are "supposed" to be. The tournament is about two things: how do we suss out Masayuki's abilities, and who will win the coveted fourth spot on the Elite Four.
