And also I donβt believe bam is chasing her romantically. Replace her with anyone else, a dude, anyone who can communicate. Jahad and his companions had to do their tests to climb the tower. Jahad, after making contracts with the adminstrators and being the king of the tower put people who would be charged to make the tests instead of the administrators.

Headon, who you saw before, is the administrator of the 1st floor and the big eel looking guy here is the administrator of the 2nd floor. The test director and examiners you see here are like proxies essentially carrying out their own tests on behalf of the administrators. Basically they are the ultimate wielders of shinsu, hence why people usually have to form a contract with the administrator of the floor they're on in order to use it.
