Revenge is not justice. Fels is referring to that specifically. Basically, the cops are saying that we know where you are, but since you killed all the criminals for us, we won't enforce the law on YOU, just keep the Juggernaut a secret. Post talk- The pacing of the season 2 and season 3 was too fast, so there wasn't enough build up on a lot of events. This time, you guys noticed that there's a lot of build up in season 4. Now, was all the build up worth it? The anime will reveal.
