Absolutely! It's not that they're unable to experience it - it just takes them longer to understand how much those experiences mean to them and the value that they hold! Which is a great life lesson in that we should never take for granted the memories we create with others and the time shared because later in life they will still hold significance and value to us in our memories and through memories the people we love never die.

Also, being an elf, it takes her a very long time to process any change in either her or her environment. You have to pity Himmel here having to wait until way after he was dead for Frieren to realize she was in love with him. Serie is even worse than Frieren in that regard, I think it is pretty clear that she loved Flamme almost as a daughter and that she was immensely proud of her accomplishments. It just took her a millennium to start grasping that and realizing that ensuring Flamme continuous legacy actually made her happy. Serie is such a fascinating character, I hope we get to see more of her in the future.
