About Poll Suggestion (revision)

I think there are some problem about poll, for now, that some people do seem to win the polls more often and maximum poll list on patreon only 25. So I want to add option for new rules about it
New rules option 1 :
- If you end up winning one, you can't suggest again for the following 2 months. You can suggest again after it.
- After 25th suggestion, It will not added to the list.
New rules option 2 :
- Everyone can suggest anytime and no limit for the list
- I choose the suggestion subjectively. (No Polls)
Which one do you think it's the best? Or if you have more ideas, you can give it on the comment. Thank you for the participation.
