I think "the angry guy" is used to add conflict, but it has to be done in a way that doesn't inadvertently change the flavors in the game.

(As I wrote this, I realize I wrote this same guy into my own game too. DAMMIT!) I am with you, I hope its a bait and switch and things happen because its a science experiment or a "Truman Show" thing... If not, I am left unimpressed.
