I wouldn't mind if there was any type of standard with development expectation. I get that there is a hard size cap for android games that mean some of these projects have to be broken into parts. Maybe some other tier of early access called "episodic"?

That Steam has decided to sell unfinished Patreon developed games is IMHO, one of the worst decisions ever made by the platform. It's something that I will never ignore when making decisions about where I will be buying my games in the future.
As to a way for Steam, and Patreon as well, to fix this issue I think requiring a development roadmap for every project would be a good start. A roadmap for game development couldn't of course be exact, unforeseen issues do develop, but just being able to track how often a dev missed their goals would be a valuable tool for the consumer/patron.
