It's something of a hard to break out off circle the more popular a character is the more art they get even if they already have a ton, and Jill is nowhere near as popular as Tifa and it was even more of an uphill battle because breasts (for whatever reason) are more popular than legs (and also butts I guess.) so she had double the popularity on her side which is going to be the deciding factor in a popularity poll. Sadly Jill never stood a chance.
